Emerging challenges such as the Covid-19 pandemic and other disasters, demographic, epidemiological and nutritional transitions, technological change, violence, as well as the diverse structural challenges facing equality focused public policies are to be analysed from a perspective of efficient management and a social institutionality that make viable and permanent a sustainable and inclusive development that guarantees the universal exercise of economic, social and environmental rights.
